GFA Consulting GroupProject Description:
To implement technical assistance services to strengthen the capacity of horizontal directorates of the Ecowas Commission (Finance, Human Resources, Procurement, Office of the Chief Internal Auditor, Office of the Financial Controller) to support institutional reforms and to ensure compliance of Ecowas procedures with international standards on accounting, auditing, internal control and procurement (‘pillars assessment’).

Job Description:
Specific activities include the following types of technical advice in the following fields of Public Finance Management among others:
 
Review and update the IPSAS, support to SAP implementations, 
results-based budgeting manual, manual of accounting procedures, assets management, internal control (e.g. staff travel expenditures),reconciliation of bank accounts, archiving and filing system

Qualifications:
The expert should have: 
  • a  Master's degree level of qualification in a field of studies relevant to the tasks, such as management, economics, procurement, accounting, finance (public or otherwise) or equivalent professional experience of 8 years, in the areas relevant to the tasks or an equivalent professional qualification from a recognized tertiary education institution.
  • Experience with the development and maintenance of integrated financial management systems such as SAP;
  • Computer literacy: Competency in computer-based accounting applications is essential;
  • Written and oral fluency in the English language is essential. Good knowledge of French, both written and oral.
General professional experience:
  • At least seven (7) years of proven experience in capacity building in financial and general administration, acquired in a development cooperation or public administration environment;
  • Good knowledge of the issues and processes involved in the development of computerized integrated management information system (ERP), preferably SAP.
Specific professional experience:
  • Prior experience of working on issues associated with the development of integrated Financial management information systems, public sector budgeting, International Public Sector Accounting Standards (IPSAS); and institutional capacity building demonstrated by having been a team member in two assignments covering this domain;
  • Experience in the development of operational process manuals and in the training of staff by having been a team member in two assignments covering training in the domains of this contract;
  • Have at least three (3) years' work experience in ACP countries or other regional organizations in Sub-Saharan Africa in institutional capacity building projects addressing public expenditure management issues;
  • Previous experience of advising high-level management structures demonstrated by having been team leader in at least three assignments.
